Employer & Independent Employer Consortium

Motor carriers with fewer than fifty (50) commercial drivers combine into one compliant group — sharing the cost of DOT-mandated testing.

All employers (motor carriers) with fewer than fifty (50) commercial drivers must comply with D.O.T. alcohol and drug testing per 49 CFR Part 382. Failure to comply carries heavy fines and sanctions. If you are an employer that fits this criteria, you are required to comply.

Services you receive in the Consortium

  1. Company random selection program. Join as an Independent with your own driver pool, or as a Consortium participant where one pool is built from all participating employers' drivers. Drivers are randomly picked and tested quarterly until required annual testing percentages are met. Compare Independent vs. Consortium →
  2. Drug and alcohol testing services. Random testing is the primary service; we also perform pre-employment, post-accident, reasonable suspicion, return-to-work, and follow-up testing as separate services.
  3. Model company written program for alcohol and drug testing (meets D.O.T. requirements) plus a supply of company-required D.O.T. forms.
  4. CHP compliance reporting under California Vehicle Code Section 2 §34501 and Section 3 §34520 — meeting your CHP BIT inspection requirements.
  5. Annual MIS report assistance required by D.O.T./F.H.W.A. Management Information Systems, plus follow-up consultation if your company is audited by the D.O.T.
  6. Enrollment certificate indicating participation in a D.O.T.-compliant random drug and alcohol program.
  7. SAMHSA-certified laboratory as required by D.O.T. regulations.
  8. Medical Review Officer (MRO) as required by D.O.T. regulations.
  9. On-site testing service or conveniently located collection/testing facilities.
  10. SAP referral service for employees needing assistance with alcohol or drug related problems.

The Consortium performs the tasks and services outlined above pertaining to D.O.T. alcohol and drug testing. In addition, the Consortium acts only as the employer's agent — each participating employer retains ultimate responsibility for compliance with all areas of the regulations, including payment of fines.
